Replaceable?	(1) As the leader of a rebel movement engaged in active hostilities, Prabhakaran is currently unlikely to be in a situation in which a freely licensed image of him could be taken. (2) It is claimed by the Sri Lankan Government (as of 18 May 2009) that Prabhakaran has been killed, which would make a freely licensed image impossible to create; if however he has not been killed, then paragraph (1) would still apply.
Other information	As this appears to be a widely circulated propaganda image, its use on Wikipedia is unlikely to replace any original market role of the original copyrighted media.
